The authorities said the workers were suspected of being in the United States illegally or of having participated in identity theft and the fraudulent use of Social Security numbers. A spokesman for Immigration and Customs Enforcement would not say how many people had been rounded up beyond the initial 300 or whether the management and owners of the plant, AgriProcessors, would face criminal charges. The plant has 800 to 900 people and is the country’s largest producer of meat that is glatt kosher, widely regarded as the highest standard of cleanliness. The plant shut temporarily. The agents set up a perimeter around the 60-acre plant, in northeastern Iowa, and entered on the morning shift, carrying out two search warrants, federal authorities said. An affidavit filed in court before the raid by the Homeland Security Department cited “the issuance of 697 criminal complaints and arrest warrants against persons believed to be current employees” and to have acted criminally. The affidavit said a former plant supervisor had told investigators that a methamphetamine laboratory had operated at the plant and that some employees had carried weapons to the plant. The former supervisor, the affidavit said, estimated that 80 percent of the employees were in the United States illegally. A spokesman for Representative Bruce Braley, Democrat of Iowa, said the number of arrests was expected to increase, perhaps even double, as the investigation continued. Federal officials leased an expansive fairground area in nearby Waterloo to process and house the arrested workers. Among people at the fairgrounds and in Postville, “there is a lot of fear,” said Prof. Mark A. Grey, who focuses on immigration at the University of Northern Iowa. “It’s absolutely devastating to the local economy,” Professor Grey said. In a news release, Matt M. Dummermuth, the United States attorney for the Northern District of Iowa, called the sweep “the largest operation of its type ever in Iowa.” Federal authorities have been conducting workplace raids across the country in recent years, with the pace accelerating since the failure of immigration legislation last year in Congress. The raid had been planned for months and was conducted in coordination with local law enforcement, according to the news release, released jointly by Claude Arnold, special agent in charge for the ICE regional office in Bloomington, Minn. Calls to AgriProcessors, a global giant in the kosher meat market and the major employer in Postville, a town of 2,200 people, were not answered. A lawyer for the plant did not return a call. According to a company Web site, Aaron Rubashkin, whose family controls the plant, bought a defunct meat factory in Postville in 1987 and turned it into the present plant. According to Menachem Lubinsky, the editor of Kosher Today and a marketing consultant, AgriProcessors provides 60 percent of the kosher retail meat and 40 percent of the kosher poultry nationally, and most retail chains depend on it for supply. Mr. Lubinsky said the company was also the sole American packing plant whose products are accepted in Israel. The raid was not the first moment in the national spotlight for the plant. In 2004, it was asked to change its slaughtering methods after an animal rights group secretly documented workers cutting the throats of living steers and letting them bleed to death. Arnold Schwarzenegger knew he was setting himself up for plenty of criticism when he urged Latinos to "turn off the Spanish television set" in order to learn English faster, but it was a briar patch the Austrian immigrant was happy to leap into. Speaking to the National Association of Hispanic Journalists convention in San Jose Wednesday night, the governor, relaxed and seated in a chair on stage, answered questions for more than 40 minutes on Latino-oriented issues ranging from immigration to education. Late in that session, he was asked what could be done to help Latino students, many new to the country, pass the newly required high school exit exams. FORTY PERCENT OF THE STUDENT BODY IN CALIFORNIA CAN NOT SPEAK ENGLISH. He talked at first about providing more tutors and after-school help to improve their English-language skills, but then suggested that the ability of many California Latinos to lead their daily lives -- shopping, watching television, reading newspapers, speaking with friends -- almost entirely in Spanish was making it harder for them to learn English. "This is politically not the correct thing to say, but here I am, getting myself into trouble,'' Schwarzenegger said, anticipating the furor he was creating. "But I know that when I came to this country, I ... very rarely spoke German to anyone.'' The governor admitted that his experience as a young, single man moving into an area where German speakers were few and far between was very different from a Spanish-speaking family living in an established Latino community like East Los Angeles, because he was forced to speak English. But the governor quickly found himself under attack, both for his message and for its timing. When Schwarzenegger acknowledged that it was difficult for Spanish-speaking Latinos to find the time to perfect their English skills as quickly as possible, Pilar Marrero, a columnist for La Opinion, a Spanish-language newspaper in Los Angeles, said, "They're busy working; they don't have time to learn.'' Not surprisingly, the governor also took heat from the Spanish-language media, which didn't take kindly to his suggestion that their readers and listeners should just say no to their stories and programs. La Opinion, one of the nation's largest Spanish-language newspapers, suggested in an editorial that the governor was dealing in stereotypes when he suggested that California Latinos aren't interested in learning English as quickly as possible. "It is absurd to blame the Spanish-speaking media for low Latino academic performance,'' the newspaper said. The governor's office is receiving plenty of feedback, both pro and con, said Adam Mendelsohn, the governor's communications director. "It's been a very mixed reaction,'' he said. "But much of the negative reaction comes from people who didn't read the governor's remarks in context.'' Schwarzenegger's impassioned support for English immersion, which he admitted was "a drastic way" of learning the language, reflects the way he moved into his adopted country's mainstream, Mendelsohn said. Speaking to the Latino journalists, Schwarzenegger recalled his teachers at Santa Monica City College telling him to "read the L.A. Times, even though you don't understand it. ... Look at books that are English, look at comic books that are English, watch television, listen to radio that is English. And it really helped me.'' It was a very difficult path and a huge commitment of time and effort, but within two years, "I really got my act together so I could read the paper and I could understand the news and really get with it in school,'' Schwarzenegger said. That's not a path that's realistic for many Latinos with family responsibilities and ties to a local community, a community that's largely covered by the Spanish-language media, said John Trasvina, president and general counsel of the Mexican American Legal Defense Fund. "Nobody's saying, 'I don't need to learn English,' but while they're learning English, they should be able to keep in touch with their community,'' he said. A 21-year-old Austrian, virtually alone in a new country and wrapped up in the all-encompassing world of professional body-building, can spend hours in front of the television, living in a totally English-speaking world, Schwarzenegger's critics said. "That's not realistic for Latinos,'' said Ramirez, the Cal State Los Angeles professor. "They're still going to talk to Mom and the neighbors.'' Complaints about how best to teach newcomers English are nothing new for California. The battle between bilingual education, where non-English-speaking students are taught in both their native language and English, and immersion, where students who don't speak English are taught almost entirely in their new language, has raged for years, with groups like U.S. English, founded by former California Sen. S.I. Hayakawa, pushing hard for English immersion and an end to things like bilingual ballots and providing government services in languages other than English. In 1998, for example, California overwhelmingly passed Proposition 227, which banned most bilingual education in the state. Opponents say the immersion strategy it backed hasn't worked. "The governor was talking about kids in our schools who already are immersed in English all day,'' said Maria Quezada, executive director of the California Association for Bilingual Education. "There's a 40 percent dropout rate in the L.A. Unified School District, and their classes are in English.'' But this week was far from the first time Schwarzenegger has come out in favor of English immersion. In speeches, in newspaper op-ed pieces and in interviews he's talked about his experience as an immigrant and the absolute need to learn English in the fastest way possible. "The governor believes very strongly in immersion and believes very strongly in his experience with it and has no trouble talking about his experience as an immigrant,'' said Mendelsohn, the governor's spokesman. "He wasn't saying that Spanish-language media should be eliminated and he wasn't saying Spanish-language media plays no role in the community.'' Schwarzenegger also wasn't saying that by turning off the Spanish-language TV programs Latinos should turn away from their ethnic heritage, Mendelsohn added. Yesterday Bernie Ward's attorney plea barganed for him to only one count of distribution of child pornography. All the other counts were dropped. He is to be sentenced later this summer and is no longer on the air. I am sure he will be greatly missed by the liberal democrats and my sympathy goes out to all. Just listen to them, they care more about the republican party than about America. They continue to support a party that has done nothing for the past six years but over spend and bring fear to Americans. If McCain is such a great candidate now why was he not selected for president when he ran against Bush six years ago. If he was not worthy to be president six years ago what makes him worthy to be president now? Six years ago I would have voted for McCain over Bush. <![CDATA[Wednesday, June 21, 2006 Should Bush Go to Jail for Flag Desecration? This one is just too good to pass up. I've long hated this whole notion of laws banning the desecration of the flag, especially passing a constitutional amendment to protect the flag. In general, if the flag needs to be protected by curbing free speech, then that is desecrating the symbol more than any burning of an individual flag can do. Furthermore, what ever happened to private property? Aren't people allowed to do whatever they want with their private property (as long as it doesn't directly harm others)? But, lastly and most importantly, a law banning the desecration of the flag is thought crime, the most insidious type of law possible. Hear me out. If I have a flag that is old and frayed, and I want to get rid of it, the preferred method (according to whatever US code they have on this subject) is to burn the flag in a proper ceremony (but to burn it nonetheless). So, if I burn a flag and say "I love this flag and all it symbolizes and the government in power right now," then I'm an exalted citizen of this country (a true American in the words of Sean Hannity). If I burn the flag and say "I hate Bush, I think this country is on the wrong track and is becoming a dictatorship," then I have committed a crime (probably so, according to Hannity). See the problem? The determination of whether you have committed a crime is not your actions, but your POLITICAL view while you do it (to be contrasted with typical mental state requirements that may gauge whether you are trying to harm someone - say the difference between a car accident and intentionally running someone down with your car). So, to stick with my parenthetical hypo, a law that says running someone down in your car because they are a Democrat is allowed, while running someone down in your car if they are a Republican is not allowed, would be a thought crime. That is a morally wrong law. The US Code for the District of Columbia actually prescribes the manner in which you may treat a flag, saying that writing on it is a misdemeanor. So, how many Republicans think that President Bush should go to jail for this? Of course, very few will say that he should, they will point out that the statute is only designed to prevent actual desecration, meaning the intentions of the perpetrator are key. But, what if this was John Kerry doing this? Wouldn't they scream and howl? Couldn't some right wing prosecutor fashion an argument that John Kerry should go to jail for this? Wouldn't a right wing jury be chomping at the bit to put him away for this? What if they charged and tried John Kerry for this in the most conservative southern state, in it's most conservative county, with a right wing jury, in front of a right wing judge? He'd be in jail now. On the flip side, what if they tried George Bush for this in Berkeley, in front of a left wing judge with all left wing activists as jurors? Or, should he be impeached? This could be considered (under the very liberal standards set by the Congress in 1998) a high crime OR misdemeanor (is desecrating the flag worse than perjury?). So you see, here in color, the idiocy of these laws. Maybe this will put paid to that stupid notion of passing a constitutional amendment that would restrict the 1st Amendment and carve out an area where you go to jail for having the "wrong" political beliefs. ]]>

The Real Cost Of Immigration Investor’s Business Daily Immigration: As some experts tell Congress to fight a possible recession with more immigrants, a respected economist warns that immigration’s costs are grossly underestimated — because the government won’t study them. Set for release Tuesday is a report published by Social Contract magazine, "The Fiscal Impact of Immigration: An Analysis of the Costs to 15 Federal Departments and Agencies." The 70-page study was conducted by Manhattan Institute adjunct fellow Edwin S. Rubenstein. As senior economist at W.R. Grace & Co. in the 1980s, he directed in-depth studies of government waste for the Grace Commission that sparked much popular outrage against Washington’s spendthrift habits. Rubenstein found that each immigrant costs taxpayers more than $9,000, while every immigrant household of four costs $36,000 in taxes. That’s far more than the $3,408 in 2007 dollars the National Research Council’s 1997 "New Americans" study of federal, state and local government expenditures found immigrants to cost. "The federal government has never produced a comprehensive study of this issue," Rubenstein noted. "Executive agencies are not required to do Fiscal Impact Statements for new immigration policies. Even the immigration reform legislation sent to Congress last year contained not one word on its potential budgetary consequences." So Rubenstein looked across the government at departments and agencies that include Agriculture, Commerce, Defense, Education, Energy, Interior, Justice, Labor, HHS, HUD, Transportation, Treasury and the State Department, as well as Homeland Security and the Social Security Administration. His purpose was "to increase awareness — within the government and among citizens — of the myriad ways by which immigration increases the cost of government and how government policies increase immigration." Looking at education alone, Rubenstein found that about "3.8 million public school students — 7.9% of total K to 12 enrollment — are enrolled in classes for English language learners," according to Department of Education statistics. These classes are significantly more expensive than mainstream English classes. Personnel costs include specialized teachers who supplement instruction provided by the mainstream English teacher and professional development to strengthen the skills of teachers working with English language learners. Rand Corp. researchers discovered back in 1981 that added costs for language assistance instruction ranged from $100 to $500 per pupil. Added to that are program administration costs, staff development and functions such as student identification and assessment. Rand found that "the total additional per pupil costs for language assistance instruction was estimated to be in the range of … $460 to $1,600 in 2007 dollars," according to Rubenstein’s extrapolations, making "the total cost of providing English Language Learning instruction to the 3.8 million students enrolled in those programs … about $3.9 billion ($1,030 times 3.8 million)." With more than 140 languages spoken in, for instance, Connecticut’s schools, bilingual education requirements for immigrants are on track to becoming a crippling unfunded mandate imposed on states and school districts. Turning to the Department of Justice, the study found criminal aliens to be "an increasing burden on U.S. prison systems." In 1980, federal and state facilities held fewer than 9,000 criminal aliens, Rubenstein said. But at the end of 2004, about 267,000 noncitizens were incarcerated in U.S. correctional facilities. Of all prisoners in federal prisons, 27% are criminal aliens, he found, with a total cost of $1.5 billion. But that may be low-balling it. "A shortage of available prison capacity has forced federal authorities to release criminal aliens prematurely. Nationally an estimated 80,000 to 100,000 illegal immigrants who have been convicted of serious crimes still walk the streets," he said. On top of that are the private costs criminal aliens impose on their victims. Analyzing the rap sheets of 55,000 incarcerated illegal aliens in 2003, the Government Accountability Office found that the average criminal alien was arrested for 13 prior offenses, 12% of which were cases of murder, robbery, assault and sexually related crimes; only 21% were immigration offenses, the rest being felonies. "The economic burden they impose on victims, including loss of income and property, uncompensated hospital bills, and emotional pain and suffering, has been estimated at $1.6 million per property and assault crime offender," Rubenstein found. Washington has been paralyzed for many years on immigration policies because advocates of restricted immigration are routinely accused of nativism and racism. Rubenstein’s groundbreaking study, of which the facts above offer only a taste, suggests that Washington doesn’t want to take a good look at the issue because the facts will spur the public to demand action to stop the hemorrhage of taxpayer money out-of-control immigration is causing. .................................................... Even the huge amnesty bill that was defeated last year didn’t contain one word about its budgetary consequences. The financial burden immigrants impose on education starts with the 3.8 million K-12 students enrolled in more expensive classes for the non-English speaking. When we add up the costs of hiring specialized teachers, training regular teachers, student identification and assessment, and administration costs, the total amounts to an estimated $1,030 per pupil, or $3.9 billion. Of the 48.4 million public-school children, pre-K through 12th grade, 9.2 million or 19 percent are immigrants or the children of immigrants. In the next few years, immigration will account for virtually all the increase in public-school spending. Look at the $1.5 billion cost of incarcerating 267,000 criminal aliens in federal prisons. That’s not the worst of it; prison capacity is limited, so 80,000 to 100,000 other criminal aliens have been prematurely released to prowl our streets. Criminals also impose heavy private costs on their victims. Rubenstein estimates the losses of income and property, hospital bills and emotional suffering at $1.6 million per assault or property-crime offender. Rubenstein’s report includes all sorts of costs that other observers conveniently ignore, such as the Earned Income Tax Credit. EITC gives an average cash payment of $1,700 per year to 25 percent of immigrant households. The emergency medical treatment given free to illegal immigrants is another enormous cost, causing some hospitals and emergency rooms to close. Emergency means any complaint from hangovers to hangnails, gunshot wounds to AIDS. Even after some restrictions were imposed in 1996, 24.2 percent of immigrant households receive Medicaid, whereas the figure for native-born Americans is 14.8 percent. Rubenstein calculates that Hispanics account for 19.2 percent of Medicaid enrollment, while they are 13.7 percent of the U.S. population. The FHA has had a policy of increasing home ownership among low-income immigrants and, therefore, approved FHA mortgages on homes with a down payment of only $200 to $300 and marginal income. Because buyers have so little invested in the house, they can walk away from it when they can’t meet the payments, and this has resulted in neighborhoods of abandoned, boarded-up housing. Refugees are a large and growing fiscal burden because they become immediately eligible for generous taxpayer-paid benefits. Evidence shows they stay dependent on these programs and start chain migrating relatives under the “family reunification” law. The Interior Department spends millions of dollars to clean up the mountains of trash discarded by illegal immigrants crossing into California, Arizona, New Mexico and Texas. Some immigration advocates peddle the notion that immigration will solve the future financial burdens of Social Security. Rubenstein shows how foolish is this prediction because today’s low-wage workers will surely become tomorrow’s expensive retirees. Editorial Hard Times at the Golden Door In these tough economic times, millions of Latino immigrants have stopped sending money to their home countries, according to a survey released Wednesday. That is bad news for a lot of people. The survey, by the Inter-American Development Bank, found that only half of 18.9 million Latino immigrants in the United States send money to relatives abroad. Two years ago, 73 percent did. Some countries saw remittances fall after years of growth: money wired to Mexico declined nearly 3 percent for the first three months of this year from the same period last year, the first drop since Mexico started tracking transfers in 1995. The survey found that the sagging economy and loss of low-wage jobs were mostly to blame, particularly the downturn in the housing industry, but that crackdowns on illegal immigration also played a role. The report was full of bad news for immigrants, legal and not. Of the 5,000 Latinos surveyed — about half citizens and legal residents, and half undocumented immigrants — 81 percent said it was harder to find a good-paying job, and just under a third said they were thinking of leaving the country. There are people on the restrictionist side of the immigration debate who will cheer the news, arguing for more of whatever is causing it. Thanks to people like them, the nation’s de facto immigration policy is to try to make life untenable for illegal immigrants, elevating their fear to shake them loose from the United States. Immigrant workers are not just vital to the American economy, their money transfers are a critical bulwark against poverty for millions of people south of the border.
