But also understand every congressman will get his life time retirement package and this will only increase our deficit problems. I feel that if our government put the American people on the same retirement plan and health care they have they would fix it. Special interests groups wants would need to be voted on by the people, like abortion put it on the ticket, let the people decide majority wins. This is what will take away the powers of special interests also accountability of our politicians, before one can be elected one must give a full account of his last term in congress, meaning what he voted for or against,attendance, what special interests gave him,what his plans are for the future, full disclosure, full transparency. ]]>

Anyone who ends up on the major tickets is bought and paid for already. Anyone not on the major tickets has no hope of convincing 700,000 people to vote for them. Changing government... Problem Statement: We elect politicians based on information and good faith, but they never follow our wishes. Republicans and Democrats ignore their own promises and continue to be re-elected. The left and right are both very frustrated. We tried term limits, but that made things worse instead of better. Hurdles: The problem revolves around campaign finance, you can't stop the money from funneling in from corporations and special interests, it is free speech protected by the Constitution. You cannot compete with the existing parties ability to raise money. You cannot start a new party because once the new party has power, it will become just like what it replaced. Conclusion There is simply no way to make our politicians accountable to it's people, so our only option is to change our government. The only answer that I have heard that makes sense is to shrink the size of Congressional districts. Answer Localize and reduce the influence of politicians. We will never outspend the parties or special interest, but we can beat them by localizing the race. If Congressmen represented just 50,000 voters per district instead of 700,000, a person could convince 250 people a week for two years and win a seat in Congress. No money required, just hard work and going door to door with a good message. I believe that this is what the founders intended and should be fixed immediately. Just to give you a little additional information, Prescott Bush was one of 7 or 9 directors of the Union Bank, owned by an Austrian industrialist named Thyssen who was later imprisoned by Hitler. Thyssen's companies did business with Germany, as did many American companies and continued to do so until war was declared against Germany. After hostilities were declared, Union Bank was taken over by the US Government under the "Trading with the enemies Act" as were several thousand other US companies. After the war was over, Union Bank was returned to it's owner's and the owners and officers of the bank were reimbursed by the US government for losses they experienced. Be An AMERICAN Building a Bill in Congress As soon as you start working with the United States Congress, you begin hearing about this bill or that bill. It's as if someone named Bill is everywhere in Washington. In the congressional context, a bill is simply a proposal, an idea, that's written up in legislation and presented to the Congress. Starting with an idea It all starts with an idea, a simple concept. You take that idea to your representative or senator because you see a need, you have a cause, and you want it to become a law. Remember that only members of Congress can propose resolutions that are considered by the entire body. Your task comes down to convincing a member to actually want to introduce your idea. Anyone can write up, or draft a bill, but only a member of Congress can introduce it. However, the more work that you do for members, the easier it is for them to work on your behalf. When you have a bill that you want Congress to consider, writing it up in legal language and presenting it to your representative or senator as a draft is a good idea. Lobbyists routinely draft legislative proposals. Figuring out how to write a bill is easy. Just look up an existing bill on the congressional Web site and follow that format to compose your proposal. Although your representative may make a few changes, he and the staff won't have to do as much work creating the bill by themselves. Looking at the types of legislation Several kinds of bills can be introduced and each one has a special designation. Bill The bill is the most common form of legislation. It's an idea, a proposal, and in the House it receives the designation H.R. for House of Representatives (not House Resolution as many people think). In the Senate it gets S. for Senate. A bill becomes law when it's approved by both the House and Senate and reaches the president's desk for signature. After it's signed by the president, it's no longer called a bill, but becomes an "Act." Resolution A resolution is much the same as a bill, except that it's usually concerned with the operation of the House or Senate. In other words, it's about something that concerns only the institution and doesn't need to be signed by the president. In the House, such a resolution is designated H. Res. and gets a number, and in the Senate, it becomes S. Res. Joint resolution A joint resolution is virtually identical to a bill. Contrary to what one would expect given the name, it can be proposed in either the House or the Senate and it goes through the same procedures as a bill and must be signed into law by the president. One slight difference between a bill and a joint resolution is that a joint resolution frequently has a preamble, a paragraph explaining the justification for the bill with all the "Whereas" resolving clauses that are a feature of legislative language. Joint resolutions are also used to amend bills already under consideration. A joint resolution gets the designation H.J.Res. in the House and S.J.Res. in the Senate. The only time a joint resolution differs in its procedure for consideration is when it's an amendment to the Constitution. Then it has to be approved by two-thirds of both houses to pass, and it's also sent to the states for ratification rather than being signed (or not) by the president. Concurrent resolutions A concurrent resolution can be introduced in either house and doesn't go to the president for signature. It isn't a bill and doesn't create any law. Usually, concurrent resolutions are used to express facts, principles, and opinions of the two houses. After being passed by both houses, concurrent resolutions are transmitted to the U.S. archivist rather than the president. In the House, they are designated H.Con.Res. and in the Senate, S.Con.Res. Many people dismiss concurrent resolutions as having no teeth because a "sense of resolution" has no power behind it. It's merely an expression of opinion and usually reflects the lowest common denominator: For example, "It is the sense of the House and Senate that all Americans should support Motherhood and Apple Pie." One example in the 107th Congress was S. Con.Res. 44, resolving that, in light of the Japanese attack on Pearl Harbor in 1941, the House and Senate paid tribute to those who died and those who survived the attack. This resolution didn't enact a law, but it expressed a congressional sentiment. However, dismissing the role that concurrent resolutions can play would be a mistake, especially as part of an overall lobbying campaign. When effectively used to show the sentiments of the Congress where a particular cause or measure is concerned, concurrent resolutions can lead to real legislation, can warn opponents of the strength behind a measure, and can encourage supporters inside and outside Congress. Private bills While many people look to Congress for help with personal problems, sometimes such assistance must be approved by the entire Congress in the form of a bill. Your representative or lawyer can tell you whether that will be the case with any proposal you may make. The use of private bills has declined considerably. For example, in the 96th Congress (from 1979-1981), 123 private bills were passed, but by the 104th Congress (from 1995-1997), the number had dropped to only 4. Members are leery of private bills because they have the potential for creating trouble for the member if it turns out that the beneficiary doesn't have the cleanest record. In the past, private bills were mostly used to assist people who had a grievance or demand on the executive branch. Moreover, the need for them has declined because today there are more ways to appeal to executive agencies than there were in the past. Nonetheless, private bills are an option that usually fall into the following categories and go to the following House committees: * Armed services decorations issues are handled by the National Security Committee. * Civil service issues go to the Government Reform and Oversight Committee. * Claims against the government. Domestic claims go to the Judiciary Committee; foreign claims go to the International Relations Committee. * Immigration issues (for example, naturalization, residency status, and visa classification) go to the Judiciary Committee. * Medical issues (for example, Food and Drug Administration approvals and health maintenance organization enrollment requirements) go to the Commerce Committee. * Patents and copyright questions go to the Judiciary Committee. * Public land issues (for example, sales, claims, exchanges, and mineral leases) go to the Resources Committee. * Taxation issues (for example, income tax liabilities and tariff exemptions) go to the Ways and Means Committee. * Vessel documentation issues go to the Transportation and Infrastructure Committee. * Veterans' benefit issues go to the Veterans' Affairs Committee. Private bills almost always are introduced only in the House since they deal with individuals and the House is the direct representative of the people (as opposed to the Senate, which represents states). If they get through subcommittee and committee consideration, they then move to the floor where all the private bills are considered together on the first and third Tuesdays of each month (although the House can decide to call them up at any other time when everyone agrees). Private bills usually go sailing through and routinely are approved by a voice vote. <![CDATA[Here is a Congressman who has a clue! Write to get yours on board, too. A Great Lakes Bay Region congressman has introduced legislation to repeal the North American Free Trade Agreement. U.S. Rep. Bart Stupak, D-Menominee, whose sprawling district includes part of Bay County, has joined with two Democrats and a Republican to overturn the controversial pact that eliminated tariffs between the United States, Canada and Mexico. Because of the deep national recession, Stupak sees an opportunity to strike now, although he admits the bill faces an uphill fight. “Tell me somewhere NAFTA created a job,” he said. “You’re not going to find very many. Tell me where people have lost jobs because of NAFTA, and you’ll find thousands of them.” Proponents say the agreement has created new markets for U.S. exports and meant cheaper goods for consumers, among other benefits. President Barack Obama, as a candidate in 2008, pledged to “fix” NAFTA if he won the White House, but his administration hasn’t changed the pact many blame for the loss of hundreds of thousands of American jobs. “We’re well aware of what he said during the campaign, and we want the things reviewed and looked at,” said Stupak, noting Michigan’s 14.3 percent unemployment rate. In 2006, the latest figures available, the Washington, D.C.-based Economic Policy Institute estimated the United States had lost 1 million jobs because of NAFTA’s enactment in 1994, while Michigan proportionally lost more jobs than any state — 63,148. The agreement increased exports, but also ballooned the trade deficit while decreasing many American workers’ wages, the EPI said. Stupak said boosters had predicted NAFTA would add 170,000 more jobs in the United States, and within two years of its enactment, create U.S. trade surpluses with both nations. Last year, the U.S. Census Bureau Foreign Trade Statistics reported the nation had a $20.2 billion trade deficit with Canada and $47.5 billion with Mexico. “We think it’s run its course,” Stupak said. “All the rosy predictions they had about NAFTA have fallen flat.” Stupak introduced the bill with U.S. Reps. Gene Taylor, D-Mississippi, Peter DeFazio, D-Oregon, and Walter Jones, R-North Carolina, whose state is home to a dwindling textile industry. The labor-oriented EPI, meanwhile, contended NAFTA created an “integrated continental economy with rules set by and for the benefit of the political and economic elite” that hadn’t lived up to its promise of “better jobs and faster growth” in any of the three nations, it concluded in a 2006 analysis. A 'better system' Proponents, such as the free market think tank Mackinac Center for Public Policy in Midland, contend the agreement has increased U.S. exports to Mexico and Canada and created jobs. “It’s not perfect, but it’s better than the system in place beforehand — a system with hurdles to the free and voluntary association of people and products,” said Michael LaFaive, fiscal policy director at the center. “By repealing NAFTA, we run the risk rising the cost of living for all Michigan and American citizens,” LaFaive said. The trade deficit shows the nation can afford to buy goods from other nations, he added. “I have a trade deficit with Wal Mart and it’s been growing, how am I worse off? I buy a lot of things from them, but Wal Mart buys nothing from me,” he said. “So what. It’s an illusion that trade must always be in balance.” Others, however, have argued major trade deficits in recent years are a sign of a weakened U.S. economy, lost jobs and mean less taxes to sustain government services. The global financial meltdown, changes in product tastes “and bad public policy” have driven jobs out of Michigan, LaFaive said. Free trade split U.S. Rep. Dave Camp, R-Midland, and U.S. Rep. Dale E. Kildee, D-Flint, remain on opposite sides of free trade. Camp, who voted for NAFTA and free trade pacts before Congress since then, wasn’t immediately available for an interview, a spokesperson said this week. But in a statement, he defended NAFTA. “Even the president has rejected the idea of pulling out of NAFTA because of the damage it would cause our manufacturers, farmers and workers,” Camp said. “Canada has the largest market for the goods and services that are produced in Michigan. Canada is also our largest and most secure source of energy in the world. Withdrawing from NAFTA would hurt our economy, cost American jobs and further reduce our energy security.” Kildee, a long-time free trade opponent, voted against the agreement and subsequent trade pacts that he said have lowered labor and environmental standards and hurt U.S. workers. “It was bad from the beginning, but even some of the restrictions we put in there are not being enforced at all,” he said. The congressman recalled Flint workers at the former sprawling Delphi East complex packing equipment up to send it to Mexico to start production of auto parts there instead of General Motors Co.’s hometown. The U.S. Department of Commerce recorded the equipment sent to the new site as an export, Kildee said. “They were exporting, but they were exporting jobs. J-O-B-S,” he said. GM razed the site on Dort Highway and Davison Road two years ago. Kildee said his office closely monitors sugar imports from Mexico, and noted the neighboring country has accepted shipments of agricultural products such as mid-Michigan grown beans. Stupak said it would take 218 votes in the House and 51 votes in the Senate to overturn NAFTA. Further, it would take a super majority of 60 Senate votes just to bring it up for a decision, he said. Each US Congressman represents 703,709 people. The number 435 representatives was set by a bill back in 1929. We could set the ratio to 150,000 people or even 75,000 or 50,000 people per Congressmen if we wanted. That would substantially dilute the power of Congress and make it impractical to buy votes. America has a place for laws and lawyers, but that place is modest and reasonable, not vast and unchecked. When the most important decision for our next president is whom he will appoint to the Supreme Court, the role of lawyers and the law in America is too big. When lawyers use criminal prosecution as a continuation of politics by other means, as happened in the lynching of Scooter Libby and Tom Delay, then the power of lawyers in America is too great. When House Democrats sue America in order to hamstring our efforts to learn what our enemies are planning to do to us, then the role of litigation in America has become crushing. Tort (Legal) reform legislation has been introduced in congress several times in the last several years to limit punitive damages in ridiculous lawsuits such as "spilling hot coffee on yourself and suing the establishment that sold it to you" and also to limit punitive damages in huge medical malpractice lawsuits. This legislation has continually been blocked from even being voted on by the Democrat Party. When you see that 97% of the political contributions from the American Trial Lawyers Association goes to the Democrat Party, then you realize who is responsible for our medical and product costs being so high! On most issues, your party holds a very intelligent stance that I think many on the left do not understand. I have voted with the right in many elections and have made my decisions to do so based on what I truly think is right for the citizens of this country. Now that you understand that I am not a blind left wing follower please read the remainder of my post by really putting yourself in these real life situations. These things are happening to millions of AMERICANS and ruining so many lives... - Are financially ruined by getting injured while not being poor enough to have medicade and not wealthy enough to afford health care. Imagine requiring a $75,000+ procedure when you only make 20k/year? - Are denied coverage due to a pre-existing condition. Imagine losing your job while having cancer... Needing treatment to survive... Now no one will cover you because your life is too expensive. - Living without the security of health insurance... No preventive care and check ups will make pre-existing conditions more likely and more problematic. A simple accident and you kiss your financial future good bye. Now, many dems wanted single payer... then a public option... now they have continued to make their bill smaller with what we have now... the republicans have released a bill is more that 90% smaller covering only 3 million more people in comparison to as many as 30 million.
