<![CDATA[On Mar 17/08 the House of Representatives held a "Special Closed Session". This was only the fourth time in 176 years that Congress has closed it's doors to the public. Not only did members discuss new surveillance provisions as was the publicly stated reason for the closed door session, they also discussed: 1. The imminent collapse of the U.S. economy to occur by September 2008. 2. The imminent collapse of US federal government finances by February 2009. 3. The possibility of Civil War inside the USA as a result of the collapse. 4. Advance round-ups of "insurgent U.S. citizens" likely to move against the government. 5. The detention of those rounded-up at "REX 84" (FEMA)camps constructed throughout the USA. 6. The possibility of retaliation against members of Congress for the collapses. 7. The location of "safe facilities" for members of Congress and their families to reside during expected massive civil unrest. 8. The necessary and unavoidable merger of the United States with Canada (for it's natural resources) and with Mexico (for its cheap labor pool). 9. The issuance of a new currency - THE AMERO - for all three nations as the proposed solution to the coming economic crisis. In the span of less than 4 months: Gasoline prices will rise 500%. This has already begun. The prices of both food and shelter rise over 300%. Unemployment levels will reach over 40%. The savings of millions will evaporate overnight due to currency devaluation and bank failures. Unrest will begin in the larger cities first, then spreading out into the countryside. Strong and repressive laws are newly enacted as Police and Military forces spread throughout the country to counter all signs of growing rebellion. If you are an American reading these words you must understand this IS happening now, It's not conspiracy theory. It is FACT. We are in the midst of these cataclysmic human events. We are now facing the imminent dangers of collapsing economies and currencies and the subsequent dictatorial regime that will inevitably follow. What are the ethical, moral and legal implications for protecting those wanted by the State, and if necessary having to kill to protect them, yourself or your children? Keep living your lives in denial of the overwhelming evidence staring right at you and wait for them to come and take you and your family to the camps for systematic extermination. 2.) RED/BLUE/YELLOW Lists: The actual proper agency behind the now-infamous "RED/BLUE/Yellow LISTS" is none other than "FEMA." FEMA is NOT here to primarily help you. Under a full state of martial law, FEMA is here to send you to their detention camps to sort out who shall live and who shall die. Those unfortunates whose names are found among the MILLIONS of fellow Americans on FEMA RED/BLUE lists will never come out of the FEMA camps alive. Such "offenders" are essentially deemed "Domestic Terrorists. For example, The FEMA camp in the Mojave area of California is a full gassing/cremating DEATH CAMP, dedicated to the TERMINATION of ALL on FEMA'S RED/BLUE lists under martial law. It boasts a landing strip. According to a contact, who personally investigated this FEMA facility and posted the video on YouTube. com, it was recently doubled in size to increase KILLING CAPACITY. It is fully staffed. All staff members wear black "SWAT type" uniforms. And there are MANY more FEMA detention camps whose ultimate purpose under martial law is NOT to save lives, but to TERMINATE those deemed to be problems for the New American Century. We are all on a Red, Blue or Yellow list somewhere, those on the red list will be woken at 4am and taken to the camps and probably killed immediately. Red List - (I am a Red lister) These people are the enemies of the State. They are the leaders of patriot groups, outspoken ministers, outspoken talk show hosts, community leaders, and even probably blogers who "talk too much" about the government. These people and their families will be dragged out of their homes and taken to FEMA detention centers and killed. This will take place approximately 2 weeks before martial law is enforced shortly after the crash of the economy. Blue List - these are also enemies of the State, but are followers of the Red list resisters. These people will be rounded up after martial law is in place, and will be taken to the detention centers and "reeducated". Various mind-control techniques will used on them. Most will not survive this. My source was not specific on exactly who was on the Blue list, but I would guess that people such as you seeing as you are reading this. Yellow List - The Sheep. These are citizens who know nothing about the truth behind the government and don't want to know. They are considered to be no threat at all and will be instructed how to behave and will most likely do whatever they are told. Unfortunately there are too many of these to be effectively controlled, so many will be killed or starved. RED and BLUE listers (NOTE: Mr.Sea is a former inspector for the Joint Chiefs of Staff and the Department of Defense.) Mr.Sea elaborates on the RED and BLUE lists and what they mean. The RED List is for pick-up and execution before unobtrusive preparations for martial law are initiated. The BLUE List is also for execution, but later, within 6 weeks of martial law declaration. When you get picked up on a RED pick-up, they'll take you from your home at night, probably around 4 am and put you in a black van, then drive you to a helicopter waiting to fly you to an intermediate point. There, you'll be loaded onto a big 64-passenger CH-47 Chinook helicopter and fly you to one of 38 cities where you'll board a 747, 737, or 727. You may be taken straight to a RED camp and executed. At some point, martial law will be declared. At this point, the BLUE listed people will be picked up. At that time, the country will be regionalized into ten regions, which are already designated by FEMA. The black choppers have state-of-the-art radio (RF) frequency wide-band jammers, and can jam cell phones and CBs while they're executing black operations missions. This means that your cell phone could be jammed just before and/or during any action against you. In June of 1996, an FBI agent got hold of the Region Three BLUE list (from a CIA agent), and found his own name on it, and those of several others he knew in Virginia. The Regional BLUE list stated that the names on the BLUE list would be picked up "within six weeks of the actual martial law declaration." It will work if they can get the guns. The ones doing all of this are operating out of the highest places in the Federal Government (and beyond). Every base has been covered. They've thought of everything. They often do things on the 13th of the month. There will be an interim of probably just days from the time they launch the RED list, to the declaration of martial law, when they'll start coming after those on the BLUE list. It's the same blueprint being used for this "Fourth Reich" as the Third Reich. In Germany, they used trains, here it will be trains, helicopters and 747s. They are now in the process of villainizing Christians, Patriots, Constitutionalists, and outspoken talk-show hosts. Who will be doing the actual picking up? Probably foreign or UN troops. Over 30 foreign military bases under the United Nations flag are already set up in the USA . These bases are already manned with over ONE MILLION troops from Russia, Poland, Germany, Belgium, Turkey, Great Britain, Nicaragua, and Asian countries. Unlike U.S. troops. they will have no qualms about firing on U.S. citizens. There are Russian tanks, military trucks and chemical warfare vehicles outside Gulfport, Mississippi that were hit by Katrina in 2005. Anyone see heavy military equipment and foreign troops near Huston, San Francisco lately? There's not going to be some future event when the invading troops are going to show up. They're already here. When martial law is implemented, these foreign U.N. troops will be policing our country, carrying out the plans of the New World Order. This is a warning! There isn't much time! Granada - Prowers County - WWII Japanese internment camp Ft. Carson - Along route 115 near Canon City CONNECTICUT, DELAWARE - No data available. FLORIDA Avon Park - Air Force gunnery range, Avon Park has an on-base "correctional facility" which was a former WWII detention camp. Camp Krome - DoJ detention/interrogation center, Rex 84 facility Eglin AFB - This base is over 30 miles long, from Pensacola to Hwy 331 in De Funiak Springs. High capacity facility, presently manned and populated with some prisoners. Pensacola - Federal Prison Camp Everglades - It is believed that a facility may be carved out of the wilds here. GEORGIA Ft. Benning - Located east of Columbus near Alabama state line. Rex 84 site - Prisoners brought in via Lawson Army airfield. Ft. Mc Pherson - US Force Command - Multiple reports that this will be the national headquarters and coordinating center for foreign/UN troop movement and detainee collection. Ft. Gordon - West of Augusta - No information at this time. Unadilla - Dooly County - Manned, staffed FEMA prison on route 230, no prisoners. Oglethorpe - Macon County; facility is located five miles from Montezuma, three miles from Oglethorpe. This FEMA prison has no staff and no prisoners. Morgan - Calhoun County, FEMA facility is fully manned & staffed - no prisoners. Camilla - Mitchell County, south of Albany. This FEMA facility is located on Mt. Zion Rd approximately 5.7 miles south of Camilla. Unmanned - no prisoners, no staff. Hawkinsville - Wilcox County; Five miles east of town, fully manned and staffed but no prisoners. Located on fire road 100/Upper River Road Abbeville - South of Hawkinsville on US route 129; south of town off route 280 near Ocmulgee River. FEMA facility is staffed but without prisoners. McRae - Telfair County - 1.5 miles west of McRae on Hwy 134 (8th St). Facility is on Irwinton Avenue off 8th St., manned & staffed - no prisoners. Fort Gillem - South side of Atlanta - FEMA designated detention facility. Fort Stewart - Savannah area - FEMA designated detention facility. HAWAII Halawa Heights area - Crematory facility located in hills above city. Area is marked as a state department of health laboratory. Barbers Point NAS - There are several military areas that could be equipped for detention / deportation. Honolulu - Detention transfer facility at the Honolulu airport similar in constructionn to the one in Oklahoma (pentagon shaped building where airplanes can taxi up to). IDAHO Minidoka/Jerome Counties - WWII Japanese-American internment facility possibly under renovation. Clearwater National Forest - Near Lolo Pass - Just miles from the Montana state line near Moose Creek, this unmanned facility is reported to have a nearby airfield. Wilderness areas - Possible location. No data. ILLINOIS Marseilles - Located on the Illinois River off Interstate 80 on Hwy 6. It is a relatively small facility with a cap of 1400 prisoners. Though it is small it is designed like prison facilities with barred windows, but the real smoking gun is the presence of military vehicles. Being located on the Illinois River it is possible that prisoners will be brought in by water as well as by road and air. This facility is approximately 75 miles west of Chicago. National Guard training area nearby. Scott AFB - Barbed wire prisoner enclosure reported to exist just off-base. More info needed, as another facility on-base is beieved to exist. Pekin - This Federal satellite prison camp is also on the Illinois River, just south of Peoria. It supplements the federal penitentiary in Marion, which is equipped to handle additional population outside on the grounds. Chanute AFB - Rantoul, near Champaign/Urbana - This closed base had WWII - era barracks that were condemned and torn down, but the medical facility was upgraded and additional fencing put up in the area. More info needed. Marion - Federal Penitentiary and satellite prison camp inside Crab Orchard Nat'l Wildlife Refuge. Manned, staffed, populated fully. Greenfield - Two federal correctional "satellite prison camps" serving Marion - populated as above. Shawnee National Forest - Pope County - This area has seen heavy traffic of foreign military equipment and troops via Illinois Central Railroad, which runs through the area. Suspected location is unknown, but may be close to Vienna and Shawnee correctional centers, located 6 mi. west of Dixon Springs. Savanna Army Depot - NW area of state on Mississippi River. Lincoln, Sheridan, Menard, Pontiac, Galesburg - State prison facilities equipped for major expansion and close or adjacent to highways & railroad tracks. Kankakee - Abandoned industrial area on west side of town (Rt.17 & Main) designated as FEMA detention site. Equipped with water tower, incinerator, a small train yard behind it and the rear of the facility is surrounded by barbed wire facing inwards. INDIANA Indianapolis / Marion County - Amtrak railcar repair facility (closed); controversial site of a major alleged detention / processing center. Although some sources state that this site is a "red herring", photographic and video evidence suggests otherwise. This large facility contains large 3-4 inch gas mains to large furnaces (crematoria?), helicopter landing pads, railheads for prisoners, Red/Blue/Green zones for classifying and processing incoming personnel, one-way turnstiles, barracks, towers, high fences with razor wire, etc. Personnel with government clearance who are friendly to the patriot movement took a guided tour of the facility to confirm this site. This site is located next to a closed refrigeration plant facility. Ft. Benjamin Harrison - Located in the northeast part of Indianapolis, this base has been decomissioned from "active" use but portions are still ideally converted to hold detainees. Helicopter landing areas still exist for prisoners to be brought in by air, land & rail. Crown Point - Across street from county jail, former hospital. One wing presently being used for county work-release program, 80% of facility still unused. Possible FEMA detention center or holding facility. Camp Atterbury - Facility is converted to hold prisoners and boasts two active compounds presently configured for minumum security detainees. Located just west of Interstate 65 near Edinburgh, south of Indianapolis. Terre Haute - Federal Correctional Institution, Satellite prison camp and death facility. Equipped with crematoria reported to have a capacity of 3,000 people a day. FEMA designated facility located here. Fort Wayne - This city located in Northeast Indiana has a FEMA designated detention facility, accessible by air, road and nearby rail. Kingsbury - This "closed" military base is adjacent to a state fish & wildlife preserve. Part of the base is converted to an industrial park, but the southern portion of this property is still used. It is bordered on the south by railroad, and is staffed with some foreign-speaking UN troops. A local police officer who was hunting and camping close to the base in the game preserve was accosted, roughed up, and warned by the English-speaking unit commander to stay away from the area. It was suggested to the officer that the welfare of his family would depend on his "silence". Located just southeast of LaPorte. Jasper-Pulaski Wildlife Area - Youth Corrections farm located here. Facility is "closed", but is still staffed and being "renovated". Total capacity unknown. Grissom AFB - This closed airbase still handles a lot of traffic, and has a "stateowned" prison compound on the southern part of the facility. UNICOR. Jefferson Proving Grounds - Southern Indiana - This facility was an active base with test firing occurring daily. Portions of the base have been opened to create an industrial park, but other areas are still highly restricted. A camp is believed to be located "downrange". Facility is equipped with an airfield and has a nearby rail line. Newport Army Depot - VX nerve gas storage facility. Secret meetings were held here in 1998 regarding the addition of the Kankakee River watershed to the Heritage Rivers Initiative. Hammond - large enclosure identified in FEMA-designated city. IOWA No data available. KANSAS Leavenworth - US Marshal's Fed Holding Facility, US Penitentiary, Federal Prison Camp, McConnell Air Force Base. Federal death penalty facility. Concordia - WWII German POW camp used to exist at this location but there is no facility there at this time. Ft. Riley - Just north of Interstate 70, airport, near city of Manhattan. El Dorado - Federal prison converted into forced-labor camp, UNICOR industries. Topeka - 80 acres has been converted into a temporary holding camp. KENTUCKY Ashland - Federal prison camp in Eastern Kentucky near the Ohio River. Louisville - FEMA detention facility, located near restricted area US naval ordnance plant. Military airfield located at facility, which is on south side of city. Lexington - FEMA detention facility, National Guard base with adjacent airport facility. Manchester - Federal prison camp located inside Dan Boone National Forest. Ft. Knox - Detention center, possibly located near Salt River, in restricted area of base. Local patriots advise that black Special Forces & UN gray helicopters are occasionally seen in area. Land Between the Lakes - This area was declared a UN biosphere and is an ideal geographic location for detention facilities. Area is an isthmus extending out from Tennessee, between Lake Barkley on the east and Kentucky Lake on the west. Just scant miles from Fort Campbell in Tennessee. LOUISIANA Ft. Polk - This is a main base for UN troops & personnel, and a training center for the disarmament of America. Livingston - WWII German/Italian internment camp being renovated?; halfway between Baton Rouge and Hammond, several miles north of Interstate 12. Oakdale - Located on US route 165 about 50 miles south of Alexandria; two federal detention centers just southeast of Fort Polk. MAINE Houlton - WWII German internment camp in Northern Maine, off US Route 1. MARYLAND, and DC Ft. Meade - Halfway between the District of Criminals and Baltimore. Data needed. Ft. Detrick - Biological warfare center for the NWO, located in Frederick. MASSACHUSETTS Camp Edwards / Otis AFB - Cape Cod - This "inactive" base is being converted to hold many New Englander patriots. Capacity unknown. Ft. Devens - Active detention facility. More data needed. MICHIGAN Camp Grayling - Michigan Nat'l Guard base has several confirmed detention camps, classic setup with high fences, razor wire, etc. Guard towers are very well-built, sturdy. Multiple compounds within larger enclosures. Facility deep within forest area. Sawyer AFB - Upper Peninsula - south of Marquette - No data available. Bay City - Classic enclosure with guard towers, high fence, and close to shipping port on Saginaw Bay, which connects to Lake Huron. Could be a deportation point to overseas via St. Lawrence Seaway. Southwest - possibly Berrien County - FEMA detention center. Lansing - FEMA detention facility. MINNESOTA Duluth - Federal prison camp facility. Camp Ripley - new prison facility. WASHINGTON Seattle/Tacoma - SeaTac Airport: fully operational federal transfer center Okanogan County - Borders Canada and is a site for a massive concentration camp capable of holding hundreds of thousands of people for slave labor. Sand Point Naval Station - Seattle - FEMA detention center used actively during the 1999 WTO protests to classify prisoners. Ft. Virtually all military reservations, posts, bases, stations, & depots can be considered highly suspect (because it is "federal" land). Also fitting this category are "Regional Airports" and "International Airports" which also fall under federal jurisdiction and have limited-access areas. (Rumsfeld, Ashcroft, Gonzales, Powell and Tenet were pushed out the door earlier. ) But will the Democrats, having been provided with smoking gun-type evidence of these officials' high crimes and misdemeanors, take the next logical step to end this continuing nightmare of law-breaking at the highest levels? Consider: TORTURE AUTHORIZED FROM ON HIGH After eight years, the multiple examples of ethical and felonious crimes of the Bush Administration are now abundantly clear and beyond rational dispute. Most compelling among them is the crime of authorizing torture as state policy. In recent days, we've learned that Geoge W. Bush signed orders authorizing torture, ( <a href="http://www.msplinks.com/MDFodHRwOi8vb25saW5lam91cm5hbC5jb20vYXJ0bWFuL3B1Ymxpc2gvYXJ0aWNsZV8zMTg3LnNodG1s" rel="nofollow">http://onlinejournal. com/artman/publish/article_3187. shtml</a> [2] ) and admitted that he approved of ( <a href="http://www.msplinks.com/MDFodHRwOi8vd3d3Lndhc2hpbmd0b25wb3N0LmNvbS93cC1keW4v" rel="nofollow">www. washingtonpost. com/wp-dyn/</a> [3] content/blog/2008/04/14/BL2008041401428. html ) the deliberations by his National Security Council's Principals Committee on the torture regime being set up for a few high-value prisoners. (Which, of course, filtered down to how thousands of suspected terrorists were maltreated. ) Bush has conceded that his Principals (Cheney, Rumsfeld, Rice, Ashcroft, Powell, Tenet) kept him apprised of their deliberations on which suspected terrorists would undergo which forms of torture, according to ABC News' recent blockbuster story. ( <a href="http://www.msplinks.com/MDFodHRwOi8vYWJjbmV3cy5nby5jb20vVGhlTGF3L0xhd1BvbGl0aWNzL3N0b3J5P2lkPTQ2MzUxNzUmcGFnZT0x" rel="nofollow">http://abcnews. go. com/TheLaw/LawPolitics/story?id=4635175&page=1</a> [4] ) The meetings of the Principals, according to ABC, took place in early 2002 at least four months before the Administration's famous Bybee/Yoo memos were issued that retroactively sought to provide legal justification for the torture. (Short version of those memoranda: The President is above all U.S. laws and international treaties. ) During those Principals' meetings, Dick Cheney was a driving force behind the use of "harsh interrogations" of the prisoners in U.S. care. Other members were more worried about what they were doing. In the ABC story, according to a top official, John Ashcroft asked aloud after one meeting: "Why are we talking about this in the White House? History will not judge this kindly. " Condoleezza Rice, then National Security Advisor, aggressively chaired the Principals' torture meetings. Despite some occasional misgivings voiced by Ashcroft and Colin Powell about the "enhanced interrogation" techniques being employed, Rice told the CIA: "This is your baby. Go do it. " ( <a href="http://www.msplinks.com/MDFodHRwOi8vdHBtbXVja3Jha2VyLnRhbGtpbmdwb2ludHNtZW1vLmNvbS8yMDA4LzA0L3RvZGF5c19tdXN0X3JlYWRfMzE1LnA=" rel="nofollow">http://tpmmuckraker. talkingpointsmemo. com/2008/04/todays_must_read_315. p</a>... [5] ) TRYING TO MAKE TORTURE "LEGAL" Torture, as commonly understood and defined, is illegal under both U.S. law and international treaties that American governments have ratified over the decades. Bush&Co. had to come up with a way to torture suspects but not to appear to be doing so. Here's how it worked: Officials felt they could honestly assert that the Administration didn't approve of or authorize torture because under the new definition supplied in the Bybee/Yoo memos, it was torture only if the prisoners were near-death or their internal organs were about to fail as a result of their treatment. In other words, the Administration simply made everything else legal: beatings, near-drownings, electroshocks to the genitals, stress positions, sexual abuse, etc. Only if the interrogators killed the prisoners or were thisclose to doing so would they have crossed over the line. " ( <a href="http://www.msplinks.com/MDFodHRwOi8vd3d3LmNyaXNpc3BhcGVycy5vcmcvZXNzYXlzNncvZGljdGlvbmFyeS5odG0=" rel="nofollow">www. crisispapers. org/essays6w/dictionary. htm</a> [6] ) It turns out that David Addington, Cheney's then-Legal Counsel who has since replaced Scooter Libby as Cheney's chief of staff, was at the locus of the cockamamie reasoning behind both the Bybee/Yoo torture memos and the "unitary executive" theory of governance. The latter asserts that the President is in charge of basically everything governmental and can't be touched; further, the Bybee/Yoo memos assert, the President cannot be second-guessed when he claims to be acting as "commander in chief" during "wartime. " Of course, there has been no Congressional Declaration of War, as the Constitution requires; the "war" -- at an estimated cost of several trillions(!) of dollars -- is the "War on Terror," which, since it's being waged against a tactic, can never be completely won and thus is never-ending. In short, the President, under this asserted legal cover, can act more or less as a dictator forever, including declaring martial law whenever he deems an "emergency" situation prevails. (Suppose, for example, the ballot-counting books are cooked in November and the Democratic candidate once again has a victory stolen away. There could be mass protests, perhaps even riots, in the streets. A potential "civic emergency" right there. ) MUKASEY'S FALSE TESTIMONY Michael Mukasey, who promised he would be an independent Attorney General, has turned out to be just as much of a lackey for the Administration as his predecessor Alberto Gonzales. Mukasey seems to feel, as Gonzales did, that he doesn't work for the public but is there to ensure that his bosses stay out of jail. (Interesting side-note: Barack Obama says that, if elected, he would ask his attorney general to investigate whether Bush and Cheney might have committed indictable crimes ( <a href="http://www.msplinks.com/MDFodHRwOi8vd3d3LnRydXRob3V0Lm9yZy9kb2NzXzIwMDYvMDQxNTA4Qi5zaHRtbA==" rel="nofollow">www. truthout. org/docs_2006/041508B. shtml</a> [7] ) while in office. ) But what really got Mukasey into hot water in recent days was his assertion that the U.S. knew that a terrorist in Afghanistan was calling someone inside the U.S. prior to the 9/11 attack but the supposedly "outdated" FISA laws wouldn't permit the Administration to tap that phone call and thus prevent the 9/11 events from happening. Mukasey was using that fallacious argument in 2008 as a scare reason for why the Bush Administration needed Congressional re-authorization immediately of the NSA's domestic-spying program, complete with built-in amnesty for the big telecom companies working in cahoots with the Administration. But Mukasey's explanation is total B.S. As Glenn Greenwald ( <a href="http://www.msplinks.com/MDFodHRwOi8vd3d3LnNhbG9uLmNvbS9vcGluaW9uL2dyZWVud2FsZC8yMDA4LzA0LzE4L211a2FzZXkvcHJpbnQuaHRtbA==" rel="nofollow">www. salon. com/opinion/greenwald/2008/04/18/mukasey/print. html</a> [8] ) and others have made clear, under then-existing FISA law the Bush Administration could have eavesdropped on the pre-9/11 call and didn't really need any more draconian spying programs. (Mukasey has since tried to tapdance away from having misled Congress. ) The whole object of the Bush Administration, in this and every other matter, has been to amass total control of information and intelligence in the White House, cutting out the courts (in this case, specifically the FISA Court) and Congress. They want full freedom to operate outside the law, with nobody -- no judges, no legislators, no media reporters -- looking over their shoulders at what they might be up to, and telling them what they can or cannot do. It's possible that at least one aim of the domestic-spying programs is to learn from secret phone-taps and emails what their political enemies are thinking. THINGS ON AND OFF THE TABLE OK, so Cheney, Bush, Rice, Mukasey, Addington (and no doubt others not quite as prominent) are dirty, involved in activities beyond and outside the law. In other words, they have engaged, and are still engaged, in high crimes and misdemeanors. What's to be done? (<a href="http://www.msplinks.com/MDFodHRwOi8vd3d3LmNocmlzLWZsb3lkLmNvbS9jb250ZW50L3ZpZXcvMTQ4NS8xMzU=" rel="nofollow">www. chris-floyd. com/content/view/1485/135</a> [9] ) There's more than enough documented evidence to justify, at the very least, an impeachment hearing in the House. Potentially, if the committee voted to go forward, there could well be enough support to convict in the Senate from both Democrats and Republicans worried about their electoral chances in 2008. But nothing can happen unless or until the majority Democratic leaders in both the House and Senate make the collective decision to begin the impeachment process with hearings in the House Judiciary Committee. But House Speaker Nancy Pelosi, Senate Majority Leader Harry Reid and House Judiciary Chairman John Conyers are sticking to their guns that impeachment is "off the table. " THEIR REASONS FOR AVOIDING ACTION Let's examine the main reasons why the Congressional Democratic leaders refuse to budge from this policy, and how they might be made to change their minds. Their arguments appear to rest on four basic premises: 1. Breaking the impeachment cycle. The Democrats moved to impeach Republican President Richard Nixon (who resigned before the Senate could try him), then the Republicans impeached Democratic President Bill Clinton and tried him in the Senate (not for treason or malfeasance in office but for lying about a sexual dalliance. He was acquitted). Putting Cheney and Bush on trial in the Senate, according to this reasoning, might be seen as tit-for-tat partisan vengeance. In this argument, the impeachment option is being over-used for political reasons and risks becoming cyclical each time one party controls Congress and the other controls the White House. A Democrat may win the Presidency in 2008. Unless the impeachment cycle is broken now, this reasoning goes, a future Democratic President might become the object of a vendetta by forces of the Republican rightwing, anxious for some payback. 2. Impeachment would hamper getting essential Congressional business done. The Democratic leadership says that preparing and conducting impeachment hearings would use up all the political oxygen and energy in Congress, making it virtually impossible to deal legislatively with important matters. The question is whether the Democrats are having any success right now dealing with these important legislative matters. Looking at the situation realistically, it's obvious that not much essential business is being conducted, let alone completed. The Republicans filibuster, or threaten to, at which point the Dems back off their legislation; if a bill by the Democratic majority does manage to sneak through, Bush either vetoes it or issues a "signing statement" saying he won't obey the new law. Virtually all matters of import are being postponed until after the new President is installed next January. 3. Why rock the boat? Why risk the opprobium of Independent and moderate-Republican voters in November, who might think the Democrats are "piling on" for partisan, electoral reasons, and thus decide to vote for the Republican nominee? The Democratic leadership's argument goes: "Look, the Republicans are on the ropes as a result of this incompetent, corrupt, greedy, war-mongering Administration. As a result, we're well positioned to enlarge our electoral gains in the House and the Senate, maybe to the point of being able to prevent obstructionist Republicans from filibustering needed legislation. And we may well take back the White House. So why rock the boat? "Let's just last out CheneyBush's final months in office [the Dem argument continues]. Since we know that this unpopular pair will continue to earn the disdain and anger of the American public by continuing their extremist ways until Inauguration Day in January, it's better they remain in office rather than risk firing-up GOP-base passions during the election campaign by putting Bush and Cheney in the impeachment dock. Besides, if we impeached them, the public's focus would fasten on Bush and Cheney rather than on the Republican nominee and the dangers of a possible McCain presidency. " In short, the American people, this reasoning goes, want to quickly move away from thinking about the godawful CheneyBush Administration of the past eight years and head to a more optimistic, hopeful future. 4. The fear of being slimed. The Democrats don't want to be accused of being "unpatriotic" by putting a "wartime" President into the impeachment dock. Even though Bush is the most unpopular president in history, and though more than three-quarters of American citizens think under his leadership the country is "on the wrong track," the Democrats, anxious for a re-election sweep in the House and Senate, remain terrified of Rovian-type Swiftboating smears that could possibly cost them some votes in November and in the 2010 midterm election. Realizing that the Bushistas still control the mainstream, corporate-owned media, and thus have all sorts of TV/radio/newspaper organizations that could dump on them big time, the Democrats continue to roll over and make nice to the shrinking but noisy Republican base and their TV/radio pundits. In other words, the Dems are perennial wimps and haven't yet figured out how best to confront the smash-mouth, take-no-prisoners politics of Rove & Co. I strongly disagree with these four rationales for inaction, but at least I can understand where they're coming from. But the Democrats, especially their leaders, are simply ignoring some essential arguments. REBUTTAL: WHY NOT IMPEACHMENT? 1. Nine months is a longnnnnnnnnnnnnng time. Between now and January 2009, a full nine months from now, CheneyBush are capable of doing a hell of a lot of further damage to the body politic, to the economy, to the Constitution, to the reputation of the U.S. abroad, to the armed forces, to the "enemy" countries in their crosshairs. The propaganda campaign being catapulted against Iran, for example, is nearly a carbon copy of what took place before the U.S. bombed, invaded and occupied Iraq. The neo-cons in the Administration, especially Cheney and Bush, are salivating at the prospect of an enormous air assault on Iran's military establishment and laboratories, have positioned attack forces near and around Iran, and are ready to rumble. All they need is an acceptable causus belli. A cornered CheneyBush&Co. down in the bunker may decide, what the hell, to unleash the dogs of war again, even though their two previous unleashings have been disasters. Iraq is a catastrophic quagmire of epic proportions, and a somewhat ignored Afghanistan is heating up again with the Taliban re-asserting control of larger and larger portions of the country. In addition, John McCain is making it clear that he will be continuing the Administration's foreign and domestic policies if he were to win in November. He's said it would be fine for America to stay in Iraq for a hundred years or more, he's indicated that he's quite amenable (maybe even eager) to "bomb, bomb, bomb" Iran, he won't do much to help deal with the consequences of global warming, he has little to offer in the way of solutions for the financial mess the country is in -- we're talking a possible foreign policy/economic/environmental apocalypse here! 2. The danger of a green light. Impeachment is an important and necessary step Americans can take to rein in an out-of-control administration that is endangering the country's national security with its reckless, extreme misadventures. Taking the possibility of impeachment "off the table" is to fight the CheneyBush Administration with one hand tied behind the back. Bush&Co. have demons trated over the past eight years that they understand, and respond to, only one thing: countervailing power that refuses to give in. The ultimate effective weapon in the Legislative Branch's arsenal is the fear of impeachment and conviction and removal from power, to be followed either by "war crimes" charges internationally and felony and civil-suit prosecutions inside the U.S. Absent the possibility of impeachment, Cheney and Bush feel they have a green light to do whatever they wish in the time remaining of their tenure. Waxman and Leahy can try to humiliate and embarrass them in their Congresssional one-day hearings, but they will face no real accountability or punishment for their actions. So why not continue the corruption, attack Iran, appoint more ideologues to the courts and into high administrative positions, postpone any global-warming solutions, etc. etc. ? 3. The precedent of respecting the law. Whenever leaders are not punished for their unethical policies or criminal misdeeds, the rule of law suffers. Impeachment is mentioned numerous times in the Constitution as the legal and required remedy for extreme misrule. It's the last option for citizens, through their legislators, to discipline errant leaders. If the Congress does not impeach this president and vice president, who have nearly taken the country down as a result of their reckless, dangerous, incompetent, authoritarian behavior, then the rule of law stands for nothing. And future elected leaders can legitimately believe that they more or less can also get away with anything they wish to do. Putting Cheney and Bush into the impeachment dock is to assert the primacy of the rule of law under our system of governance, and would serve as a clear warning shot across the bow of future presidents. 4. Force CheneyBush to play defense. There is one other advantage to initiating impeachment hearings ASAP for Bush and Cheney. The Bush&Co. juggernaut is most effective when on the offensive and their opponents are put on the defensive. The Bushistas don't like, and don't do well, when they're forced to play defense. Tying them up in defending themselves in impeachment hearings and/or impeachment trials might well prevent them from doing more mischief before they give up the reins of power. (Many Republicans were convinced they would never convict Bill Clinton in the Senate but figured the trial was worth doing anyway because it would hog-tie Clinton's agenda for the rest of his presidency -- and they were correct. ) A final side-benefit ( <a href="http://www.msplinks.com/MDFodHRwOi8vd3d3LmFmdGVyZG93bmluZ3N0cmVldC5vcmcvbm9kZS8zMjg2OQ==" rel="nofollow">www. afterdowningstreet. org/node/32869</a> [10] ) of impeaching Bush and Cheney: John McCain would find himself on the campaign trail being forced to take positions on torture and signing statements at the heart of the impeachment hearings, and, more often than not, would wind up either defending those unpopular policies or promising never to repeat them. WILL THE DEMS SURPRISE US ALL? Will the Congressional Democratic leaders change their attitude toward impeachment? I think the answer is a clear No unless their constituencies loudly and unwaveringly tell them they have to or risk the consequences at the ballot box, or in the possible establishment of a new, grassroots-engendered party after the November election that will demonstrate the courage and passion for ethical and reality-based government that is so lacking in today's timid, Bush-enabling Democratic Party. That, unfortunately, is where we are politically in the Spring of 2008. Washington promptly scotched the idea. But if he were to see some of the powers asserted by his successors, he might wonder why he bothere Few presidents have interpreted their authority more broadly than George W. Bush. He has claimed the right to defy a federal wiretapping law, used "signing statements" to nullify provisions of law that he dislikes, ordered Americans arrested on U.S. soil to be held as enemy combatants without access to the courts, and generally taken a view of his power that echoes Buzz Lightyear: "To infinity ... and beyond He has had fervent support from legal thinkers who worship at the altar of a strong executive branch. The United States signed an international convention banning torture, which is also against federal law, but former Bush Justice Department official John Yoo, asked in 2005 if the president could encourage a suspected terrorist to talk by crushing his child's genitals, didn't say no. He said, "I think it depends on why the president thinks he needs to do that This indulgent approach contrasts with the thinking of conservatives 50 years ago, who thought the presidency was evolving toward virtual dictatorship. A lot of today's conservatives agree, but wish it would evolve faster For those who think government powers need firm limitations, the good news is that all three prospects to replace Bush say he has overreached. The bad news is that whoever wins, things probably won't change much Hillary Clinton, Barack Obama and John McCain are on the record rejecting the supersized presidency. All three say they would curtail or abandon the use of signing statements. They believe Bush's detainment of American citizens as enemy combatants was wrong They agree that the president may not authorize torture. All, asked by The Boston Globe if the president could bomb Iran without congressional authorization in the absence of an imminent threat, said no But can they be trusted? Clinton raises doubts because her husband did not shrink from claiming the right to do as he pleased. His Justice Department insisted that the president may refuse to enforce laws he regards as unconstitutional, much as Bush has done. Clinton sent troops to Haiti, which posed no military threat, without bothering to ask Congress Worse still, he went to war in Kosovo even though Congress had voted down a measure authorizing it (a decision his wife urged him to make). Cato Institute policy analyst Gene Healy, in his invaluable new book The Cult of the Presidency, writes that "when it came to presidential prerogatives, Bill Clinton behaved little differently—and in some ways, more aggressively—than his Republican predecessors McCain doesn't always sound skeptical of executive authority. When I asked his director of foreign policy and national security, Randy Scheunemann, if McCain agreed that Bush has the right to ignore the Foreign Intelligence Surveillance Act to engage in warrantless eavesdropping, he replied, "I haven't ever heard him publicly challenge the president on bypassing FISA." Americans call it Federal & State estate Tax (1916); or reformed Probate Laws, and limited inheritance via arbitrary inheritance tax statutes. 4. Confiscation of the property of all emigrants and rebels. Extension of factories and instruments of production owned by the state, the bringing into cultivation of waste lands, and the improvement of the soil generally in accordance with a common plan.
